Dearborn— Controversial, Quran-burning pastor Terry Jones is to be in the city today for his "Saving America Rally" at City Hall.

Jones has said he will not burn a Quran and that his message condemning "radical elements of Islam" will be peaceful. The rally is from 1-4 p.m. He also plans to speak at the 16th annual Dearborn Arab International Festival.

Festival organizers have said the sooner Jones comes and goes, the better.

"We're not letting it affect our plans," said Fay Beydoun, the executive director of the American Arab Chamber of Commerce, which sponsors the festival that attracts 300,000, earlier this week.

Beydoun said security will not be a problem at the street festival on Warren Avenue that runs today to Sunday and features entertainment, amusement rides and food.

Jones, the 59-year-old pastor of the Dove World Outreach Center in Gainesville, Fla., is expected to be joined by Christian missionaries who have attended the festival in the past as part of their efforts to convert Muslims to Christianity.

Earlier this week, a Detroit federal judge signed an order allowing Christian evangelists to work the sidewalks at the festival. The decision came after a federal appeals court in May ruled Dearborn couldn't prohibit the evangelists from passing leaflets on sidewalks inside the festival boundaries. The court found that past restrictions violated the missionaries' free-speech rights.
