Well first they have to know how to raise the food. That's where the Israelis have come in and how they are helping with the problem.

But how do you propose they obtain the ongoing means to prepare the ground, to irrigate, for seed, fertilizer, and the means to harvest and get their crops into the homes of the hungry?

Surely you can see that limiting their scope isn't going to get the job done. They have to also have protected human rights so they are free to look to their own interests, and they need markets to trade what they can produce for what they need to produce it. If they focus only on growing food to feed themselves and nothing more, they will never rise above the poverty they are in and they at all times are only one crop failure away from starvation.
