Institutionalized racism through section 8 housing is your culprit. And it's been going on for decades, "on purpose". It's the perfect con game. Vilify the victims of institutionalized prisons without borders, then lock up the affected into the prison industrialized complex for profit, and you keep the blacks where you want them. Chicago's last Republican mayor finished his term in 1931, almost a century ago, followed by a string of Democrat mayors up to the present time. At a national level, Chicago is currently represented by Democrat senators Dick Durbin and Tammy Duckworth.
Detroit's last Republican mayor finished his term in 1962, around the time the Supremes were singing "Where Did Our Love Go?" Now they would be singing, "Where did our city go?" Since the early 1960s, Detroit has had a succession of Democrat mayors, including Coleman Young and their famous hip-hop mayor Kwame Kilpatrick, now serving a long prison term. Michigan, similar to Illinois and California, has two Democrat U.S. senators.

Yes, to answer your question. They were/are being denied the same opportunity as whites in this country, due to the planned conspiracy of institutionalized section 8 housing to quarantine them from the overall majority white population. And for anyone to think otherwise, is a fool. I sketched out the old plan and the ongoing plan, and they are both one and the same. Nothing has changed since the Civil rights act, other than they can attend the same shopping mall and drink from the same fountain. But when they go home, they go segregated. It's the same with the schools. Republicans are gutting the public school systems budgets, because most blacks go there. And are replacing them with charters they can't afford. Legally we desegregated. Financially, we are back to square one. Blacks for the most part, are not part of this experiment called "we the people". Inclusion was not meant for them 250 years ago, and it still isn't today. Wake up people.
