Well, he was a republican and he questioned suspected communists in senate hearings during a democrat administration. Why would senate hearings offend people? Democrats questioned Baseball players about steriod in equally flamboyant senate hearings. Communism might be portrayed as a quaint but harmless movement but back in the 50's Communism was seen as the enemy of the Free World. McCarthy didn't have the power to "blacklist" hollywood writers. They were blacklisted because Hollywood was afraid movies were a thing of the past due to T.V. and they didn't want any more trouble after some writers were revealed as communists. They managed to blame the whole era on a single republican and the myth persists.
