Putin is planning on Running for President next year, and elections today will be a sort of test of his continued popularity.
Personally, I think he should retire. Russia has a surfeit of men who thought they were greatness.
Also interesting is their manner of counting votes. It is everything the zanies claim they want. Paper trail, electronic tabulation so you know who won almost immediately. While the ballots are secret (They land up side down in the ballot box) the box itself is clear so as to prevent stuffing. (In many US Elections in the 19th Century ballot boxes were made of glass and ballots were supposed to be folded before being dropped int)
