Not yet overall but in most important aspects. While Russia commissions new stuff every day, the US is busy upgrading old stuff. Russia´s military is about to be as modern as Nato armies by 2020 but will be much larger, too. President Putin already declared the Russian Armed Forces the mightiest military of the world, that can protect Russia from any foe....
Don't forget that Russia is still busy scraping the rust off-of, and replacing, its old Soviet-era rolling stock, and they don't have the deep pockets that we do.

Plus, they have much shallower pockets than we do, and their prime export - energy - is becoming dirt cheap and greatly reducing their income and future prospects.

Consequently, there's a very good chance that their grandiose Ten Year Plan will never be realized in full, or even at-large.

Why are we using Russian technology to go to ISS?
You mean that capsule-centric technology that we left behind in the dust in the 1980s when we launched the space shuttle fleet?

Probably has something to do with Congress being unwilling to fund next-gen large shuttle-caliber technologies after a couple of fatal accidents, strung over a couple of decades.

It's not that we didn't have a commanding lead with such, nor that we could not tweak it to work even better, it's just that we were busy funding pointless large-scale wars.

It was either throw shuttle technology under the bus or walk away from Iraq and Afghanistan or throw a few million welfare queens out into the cold.

In retrospect, we should have walked away from Iraq and Afghanistan, but... that's in the past, now.

Moving forward, our pockets remain deeper, and our ability to bring new stuff online more quickly than most others (including Russia) remains intact.

I'll put our people and our gear up against the Russians any time they're stupid enough to want to go toe-to-toe in Eastern Europe or the Eastern Med or elsewhere.

All we need are men of character, with balls, to lead the way.

For that, we will have to wait, until the Blowhard du jour goes offline.

You misconstrued my question. I am fully aware of our capabilities. Also I am fully aware of the Russian rocket technology and their failed effort of their shuttle program. (Lack of money? No urgency to shuttle people back and forth to ISS when it can be done with a fraction of costs? I don't know the answer to hat)

Your information is single sided. That "years of dedicated effort" are already over and the Russian military is no longer in a bad shape. The Russian economy is growing since several quarters, they replaced the moronic Europeans with others. German companies go to Russia, trade between Germany and Russian is booming! I have threads about that! A compulsory military service is the normal condition. Your people get harassed by recruiters, even in schools. Counter-recruiters are around that tell people not to enlist. Your veterans sit around a barrel oven or are stored away in mad houses. Your pacifism undermines the American strength. In 2003, America needed 30 % of the entire military to defeat Iraq.
