I think this was all planned from the start. He wanted to get some credit as a negotiator and looking out for the little guy. This helps him maintain Florida and any future political ambitions he might have.

If he did not sign off on the bill, his career as a GOP candidate would be finished. No conservative/libertarian worth their salt would reject lower taxes, less interference in their lives. Not one that I have ever spoken to.
