Debatable, as usual the Bible is written as an account of an event. So unless you were at the event, or in rare cases the Bible specifically states something...a lot is open to interpretation. Having said that, this verse is part of an overall statement about men having sex with women they are not married to, and then mentions about causing the children to sin as even worse. So the debatable part is what kind of sin? But in that the verse is talking about sex, it stands to reason that is what they are also talking about.

No...they were saying that bring the young virgins back home, and when they "dance in dances" then the men of the vineyard take then as wives.
In those days young girls when reaching age would present themselves to be taken as wives.

That's not true at all. To say anything in that verse is about sex is to completely make something up. Like if I said "do unto others as you would have them do unto you," is about sex.
