A few years back I was in Florida when it got hit by a hurricane.

FEMA did an outstanding job of providing food, water and shelter.

Their response was quick and everything was handled professionally to help everyone.

Mostly because of the intestinal fortitude of the Governor.

FEMA is there at the REQUEST of the State and they are at the beckon call of the Governor.
They, just like the National Guard, take their orders from the Governor.

If your state is run by a whimpering idiot that loves nothing better than allow the Federal gov't to take the reigns for them, then you're set up for failure from the get-go.

If your Governor knows how to coordinate and delegate to FEMA where and what their duties are, you won't have the added misery of a bumbling federal agency screwing up the works.

If the states were able to keep their own money and keep it in the states they would have the resources needed to fund what they need.

FEMA is not at the beck and call of the governor, they decide what is done not the governor.

The Disaster Relief Act requires that the governors submit a request for assistance. Then the area can be declared a major disaster and funds released. So the governor could choose not to ask for federal help. Of course his time as governor would be rather limited.

The disaster recovery plans are constructed at the state and local level with the assistance via grants and technical assistance from FEMA. These are the plans that are put into effect once a disaster is declared. Most disaster recovery is a coordinated effort between state, federal, and local government. FEMA does the coordination because they have the experience and resources.
