Well, we encourage flip flopping by forcing candidates to appeal first to the extremists of their own party before convincing the moderates in the general election. If he supported amnesty, he wouldn't have made it out of the primaries. If he was against it, he would lose the general election. It doesn't make it right, but we have a messed up system. He's not the first to flip flop, but he's certainly not very good at getting away with it.

What's flip flopping?

Taking a set of issues and accepting some solutions and not others is not flip flopping. Getting more information and changing one's mind is not flip flopping. (according to obama it's evolving). Being somewhat pragmatic and accepting some positions even if objectionable, to get a better overall result is not flip flopping.

It's Rule 4 of Alinsky's rules for radicals.

RULE 4: “Make the enemy live up to its own book of rules.” If the rule is that every letter gets a reply, send 30,000 letters. You can kill them with this because no one can possibly obey all of their own rules. (This is a serious rule. The besieged entity’s very credibility and reputation is at stake, because if activists catch it lying or not living up to its commitments, they can continue to chip away at the damage.)
