IMO, in the attempted child abductions the abductors were described as Hispanic men on the local news stations. These towns are a close nit of communities and businesses about 20 miles apart. The towns are located approx. 200 miles from the Mexican border. There were no arrests because the children managed to get away and the men fled. I think they sell children on the Black market.

11/14/11 Monday – Chandler, Arizona, “Chandler Police said an 8-year-old boy was walking home from school near Germann and Alma School roads when a man offered him a ride. The boy told police he offered the ride several times and he said "no." The man drove off in a black van.”
11/16/11 Wednesday – Mesa, Arizona, “A 14-year-old girl was waiting outside the gym at Mesa High School after her basketball practice when suddenly a man pulled up offering a ride. Police said the girl declined the offer and walked away, but the man did not take "no" for an answer and ran after her. As she was running, another subject came out from behind one of the buildings and started to run toward her, Sgt. Wessing said. "She was able to escape that one, but the first man who talked to her actually caught her in a bear hug."
11/16/11 Wednesday – Mesa, Arizona, “Just an hour and a half earlier, a similar situation happened at a community park at 110th Street and Abilene, where a young girl said she was approached by two men. She started to walk away and one of the suspects grabbed at her hair," Wessing said. "He was not able to get a hold of her and did not say anything. She took off running and caught up to her other friend."”
11/20/11 Sunday -- Phoenix-Arizona, "Police say a man has been arrested after breaking into a west side apartment and allegedly molesting a young girl (four-years-old). Police arrested 21-year-old Ricardo Torres Marquez on suspicion of sexual conduct with a minor, child molestation, kidnapping and burglary.
