It builds up to a climax
It's recorded at 50% of what it should be. My suggestion is find a different version.

It is supposed to depict Roman soldiers marching back into Rome. It starts with just a hint of of marching drums far off into the distance, and builds as they get closer. Some music is felt more than heard, and is better appreciated in a room with no distractions. The beginning of this piece is an example of that.
The recording volume is just too low. Hold on, lemme stop mah nachtmusik here. It's ok, my fave part was over with already.
Perhaps for your taste. Did you listen to the entire piece?
The term "Tone Poem" was coined for composers like Respighi. You can almost see what the piece is describing.
