Wait a minute....................just last summer, all the way up to the elections, the GOP was saying that Obama didn't know how to lead. Now? They're bitching about him leading as President.

Which is it? Is he leading or not?

Issuing Executive Orders is not leading so the answer to your question is no. Getting the Congress to pass the legislation that the President proposes is leading. The jury is still out on what the Congress will do.
