A federal appeals court has struck down parts of North Carolina’s strict new voting law in advance of next month’s elections, ruling that they are likely to disenfranchise black voters.

The 2-1 decision by the 4th U.S. Circuit Court of Appeals in Richmond represents a win for the Obama administration, which had challenged the law alongside civil rights groups, and a defeat for state Republicans who say an 11th-hour change prompted by the ruling could spell chaos at the polls next month.

The ruling freezes two changes to the voting rules adopted by the Republican-led statehouse last year: bans on same-day registration and on voters casting out-of-precinct ballots on Election Day. The appeals court, though, left in place a scaled-back early voting period.

“[W]hether the number is thirty or thirty-thousand, surely some North Carolina minority voters will be disproportionately adversely affected in the upcoming election,” wroteJudge James Wynn for the majority. “And once the election occurs, there can be no do-over and no redress.”

North Carolina is among several states facing challenges over their over election rules. An expected tight Senate race in November’s midterm election made it a particularly watched case.

The ruling Wednesday reversed a trial court decision from August.

heres what I don't understand about republicans ... why are they soooooo afraid of early voting ????
 
The Repubs are afraid of actually having to do their job and being judged on their performance - or lack of same.

Gerrymandering, voter suppression and vote theft is their answer.
 
How insulting is it for Black people in the 21st century when the democrat party still treats them like helpless children? Do they enjoy being singled out for such treatment because of the color of their skin?
