What emerges is that a bunch of Republican donors and allies had invested in Solyndra. That is probably the motivation for the Bush administrations support of Solyndra. So the loan originated during the Bush administration and was passed along for renewal to the Obama administration.
Democrats have pointed out that Solyndras loan process was initiated by the Bush administration and that many key investors were Republicans.
December 2006: Solyndra Applies for a Loan Guarantee under the 1703 program.
Late 2007: Loan guarantee program is funded. Solyndra was one of 16 clean-tech companies deemed ready to move forward in the due diligence process. The Bush Administration DOE moves forward to develop a conditional commitment.
The company raises $144 million from ten different venture investors, including the Walton-family run Madrone Capital Partners. This brings total private investment to more than $450 million to date.

What critics fail to mention is that the Solyndra deal is more than three years old, started under the Bush Administration, which tried to conditionally approve the loan right before Obama took office. Rather than pushing funds out the door too quickly, the Obama Administration restructured the original loan when it came into office to further protect the taxpayers investment.

And that's not the only GOP tie. San Jose Mercury News scribe Dana Hull reported that Solyndra CEO Brian Harris is a registered Republican.
So with the White House going to great pains to point out that the loan guarantee program Solyndra used started under then President George W. Bush, it's only a matter of time until Democrats start publicly throwing around the GOP connections.

Republicans have launched a full-scale attack on clean energy, and Solyndra always seems to be exhibit A in their assault. Recently, Romney went so far as to fabricate tales of Obama showing favoritism in this Bush-initiated loan a whopper even by Romneys record of complete disregard for the truth.

How many times have we seen this during Obama's administration? A disaster or failure that starts under Bush, becomes Obama's "fault". A success like saving the auto industry, Romney tries to take credit for. Or getting Bin Laden, Cheney tries to take credit for.
For some reason, Republicans thinks that video tape doesn't exist or the SEC or Mass Ethics Commission don't keep records. They seem to think that they can fix the truth "retroactively".
