However, The Telegraph is reporting that the connection has been made in Europe. As fires spring up throughout the European Union, Russia's Federal Security Service claims they are part of Al-Qaeda's "low-cost attack strategy." Said Alexander Bortnikov: "This method allows (Al-Qaeda) to inflict significant economic and moral damage without serious preliminary preparations, technical equipment or significant expenses." He added that the fires are part of a "forest jihad" certain "extremist websites" have called for. More than 184,000 hectares of Spain alone were destroyed by fires between January 1, 2012 and September 16.
