The Rental Market, when not impacted by things like Rent Control, is controlled by market forces.

Some on the left advocate for solving simple poverty on an at-will basis in our at-will employment States. Compensation for Capitalism's natural rate of unemployment is an economic solution to simple poverty.

Increasing market participation and a positive multiplier effect is the goal.

Landlords will have more upgrading options with that increase in market participation.
