If hard drugs like crack, cocaine, meth, etc, were made legal and regulated by the government, would things be better or worse in America?

Better, the guy that came up with the drug war sais it was the worst mistake of his life and he can no longer sleep because of it. We learned nothing from prohibition!

I don't think Anslinger has any trouble sleeping (dead since '75). Are you talking about someone else?
