is there a scenario where ANY level of Progressives tax things that pays for everything the Left promises people?

As a point of reference, a graduated state income tax was once overturned by the Pennsylvania State Supreme Court for being discriminatory against people with higher incomes. Thus, we now have a flat tax, and even our Entrepreneurial Socialist governor hasn't mentioned trying for a graduated tax again. Clearly, it punishes success - as anti-American as anything I can think of.
