Bingo. There are already laws on the books for reckless driving. It seems to me that someone driving erratic due to talking on a cell phone falls under reckless driving. We don't need more laws, just need the ones we have enforced.

Tying your neck tie.

Putting on make-up.

Adjusting the climate controls.

Arguing or fighting with passengers.

Hiding drugs or guns because you spot a cop.

Putting on your seat-belt because you spot a cop.

Reaching for the cell phone you dropped under your feet.
