this dude is lucky to be alive. A cop making an arrest is not merely a suggestion or a light conversation.

And what does the cop do? Follows the suspect right? And making observations of the suspect's actions, using voice commands and empty hands and escalating up to a firearm if necessary. It's a complex decision-making path and it may happen in seconds.
 
Did they not have mace on them?

Usually it's oc sometimes called pepper spray now. Use of it depends on what's happening. We can only generalise but spray is usually used on an unarmed suspect. If a suspect has a knife or firearm then the cop is going to (if they're able to) use a firearm.
