I don't know. I think we need another term; kind of like Gelding in the horse world; to use for male humans who have no balls or other physical/mental/personality traits which are required to actually be a Man. Metrosexual works to a certain degree but it's too long. Maybe call them "Metros" and be done with it?

Has France had a female head of state that I'm not aware of? Has Spain?

The Queens of France were never heads of state. In Spain they may have been, though I don't know of any since Queen Isabella of Castile.
