Here is a fairly good link outlining the basics of the language bill. As you read it, you may find that it doesn't seem so bad, but keep in mind that it's heavily enforced to the point of employing provincial "language police". These idiots drive around in little cars looking for offenders. People who are caught are fined heavily.
Years ago, an anglaphone brought the issue to the attention of the UN, they ruled it was unfair or something, and the Fed Gov did nothing. It has been changed a bit, but not much.
