No Person makes payments freely, for anything. No person coerces payments from anyone at gunpoint.

1. In Case One, anyone pays the price because the allows and provides that it can happen, as an agreement among inividuals. It is done on a regular basis, any generally in multiple locations.

2. In Case Two, no one pays a price on a regular basis at the point of a gun. A Theft is generally a one-time event.
