What makes roads a liberal idea? Do you think there were no roads prior to the Roman Empire? Are you this stupid in real life?
There were very few roads before the Roman era, and very few afterwards - especially paved roads.
Doesn't matter. There were roads before and after because there was commerce before and after. The Romans excelled at road building in large part because with a vast empire they needed to be able to communicate with all parts of it. So road building was a necessary adjunct for empire. Obviously imperialism is a liberal idea. yeah.
