This includes ANY and all recruitment incentives, retirement packages and medical coverage. They further have enumerated powers to do the same if they wish for Federal employees.

They do NOT have ANY enumerated powers to provide retirement or medical coverage to none Government employees.

Fact is/ they DO. It's IN the contract as a Soldier, Sailor, Airman, Marine, Coast Guardsmen, Merchant Marine sign on to when they enlist or are given commission.
