This is good news for our friends in the rackets. Gangsters have a lot less overhead, and will be able to meet this price point easily.
It just a lot cheaper to put men on school yards and street corners and the nation's barrooms and taverns peddling grass to the public directly than pushing dope in a rented storefront and paying for tax stamps.
