The president just signed "The Federal Budget," the first one since Apr 29, 2009, or 8.8 years ago. A total of 3,207 days of Congressional inability to perform its constitutional duty. (And the April 2009 was the first in 6 years)
So, what is exactly in the bill? I'd love to tell you or give you a link but every search I've tried has come up empty. We find all sorts of news reports like the one President Trump signs budget deal; “Our Military will now be stronger than ever before” but they only give generalities. There is also this @ Trump says he has signed budget bill
What's in the bill
The massive two-year budget deal proposed by Senate leaders Wednesday raises budget caps by $300 billion in the next two years, increases the debt ceiling and offers up nearly $90 billion in disaster relief for hurricane-ravaged Texas, Florida and Puerto Rico.
About $165 billion would go to the Pentagon and $131 billion to non-defense programs.
The debt ceiling will be raised by the appropriate amount until March 2019.
Exact spending would be left to the appropriations committees, but included in the funding is $10 billion to invest in infrastructure, $2.9 billion for child care and $3 billion to combat opioid and substance abuse.
Again, no specific but I did note the final paragraph above that says the congressional committees would determine the exact spending.
So, just what the hell did he sign? And where can we read it?
Anyone know?
So, exactly what is the "budget?"
The U.S. Constitution (Article I, section 9, clause 7) states that "No money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of Receipts and Expenditures of all public Money shall be published from time to time."
Appropriations. Not budget. There's a difference. A budget is simply a financial plan for a defined period of time. A PLAN. I think that comes under the Statement and Account of Receipts and Expenditures of all public Money above.
So, where on earth can we find that?
And, it appears what the president also signed appropriations to keep the government open for more than a few days. No more kicking the can down the road.
He obviously didn't get everything he wanted as the Lame Street Media is eager to tell you. But, he got something! A whole lot more than anyone expected and he overcame some serious snags by Republicans - supposedly members of his own political party/ (Gotta admit that I don't believe he really a Republican - or a Democrat. I don't think there's a current political party that he truly fits into.)
Will he get what he promised? I'm willing to bet he will. He's shown that he knows how to make deals and he'll keep on doing so. There's always another one to make. And, it takes one sharp cookie to get what he's done so far. 7 more years to go!!!
