President Donald Trump on Thursday dropped a fight to put a citizenship question on the upcoming 2020 census — but ordered federal agencies to give the Commerce Department all records they have that are related to how many citizens and non-citizens live in the United States.CLICK HERE

That's a good start, but there are still cards that Trump can play.
1. Collect Federal data on citizens, such as SS numbers, IRS forms, state databases, etc.
2. Collate that data to know which households are citizens, those households get the short form w/o the citizenship question.
3. Households w/o confirmed citizenship get the mandatory American Community Survey form WITH the citizenship question. Perfectly LEGAL.
4. Only about 2% or 3% of households get the American Community Survey, but if 22m illegals are in the US, with large numbers of illegals per household one or two years should cover things.
