Well depending on your metrics neither was all the infrastructure or rural areas that were built and wired during the New Deal..but the pay off is in how people use them.

High speed rail would allow things really rapid transportation of people allowing them greater freedom to choose where they want to live.

That's one small benefit that would help multiple states.
