Plan B was a conspiracy between Boehner and McConnell to remove Obama from the negotiations on the fiscal cliff -

the "Plan" was for the Republicans to send their proposal to the Senate so Senate Republicans would have a way of introducing their Amendments to sway public opinion away from the Democrats and without input from Obama ... their own Republicans in the House blew it up and maybe a lucky turn for the Democrats.
