When you are issued a phone or computer by the government, has it been wiped or does it still have all the files and contact and internet history of the previous user?

*obviously if an object is under investigation it won't be wiped or issued to you, so no mindless nonsense about that
**if an object is not under investigation and is wiped, and later, let's say, an Independent Investigator asks to use it as evidence and it has already been wiped, that is not illegal so no mindless nonsense about that

***If the previous owner of the object was fired and inadvertently left the government iPhone behind in her office, which if anything like her Samsung phone was filled with information related to an "insurance policy" to attack our democracy received a factory reset 2 weeks later from someone other than the office that provides "exit clearance certification" since they never received it, and then was missing for over a year while never being reissued to anyone else one of witch hunter Mueller's thugs did it with Mueller's approval.
