That's because your news source made the narrative and didn't do their research, whereby real journalist did research and found Trump making that same expression years earlier regarding humping and hawing stumbling and contradicting speech. On context with the words "duh, I don't know", this expression is common to show stupidity or backpeddling and most complaints are by people who have used that motion for the very same expression many times through their lives.
Technically, the disabled person can't move his hand or arms so confusing flailing arms with disabled stagnant is not a good example of imitation and in fact is a prejudice slap in the face, against the disabled man, especially when using his disability for a propaganda hit job thus making light of his infliction for sake of tactical politics=makes the narrative shapers the insensitive victimizers.-oops
