US oil companies and related industries are doing lots of business in Canada these days. Even if we could return to the production level of the 70's we'd still be about 4 million barrels a day short.

who will pay the builders?

Mostly Transcanada. Then there are the tax benefits for some communities where the pipeline runs too.
