If they were to try such a thing, the first thing that will happen in the next budget is a cut to military funding, which the House of Representatives now controlled by the Democrats, will require a complete audit of the Pentagon, before they get one dime in the next budget.

The generals would think long and hard before any such cooperation again.

And this is all predicated on the fact this even makes it through the courts before Trumps one term is up. In which case not only is not one dime of money appropriated for even one brick for the wall, but ICE now finds itself with some budgetary problems of it's own. With the closing of every detention center holding children as the first budget priority.

Since they seem to have all of this money, a very thorough audit of the agency would also be in order.
