Remember tha alamo!

Why do great losses become famous and celebrated among the losing side?

This is only true if, in the end, the war is won. The battle and loss at the Alamo inspired others to fight and win. Much the same is true of the attack on Pearl. The lost battles become the rallying cry of those who follow.
