Irrelevant to the discussion. The problem was not what Horton did , it was that his image was used - scary black man - to scare white folks into thinking Dukakis had something to do with the policy that let him out. Quite the contrary, the Furlough Program was signed into law by his predecessor (a Republican) and a republican judge was the one who decided that it could apply to lifers like Horton instead of the people transitioning back into the real world.

Secondly, again, I was referring to the GOP collectively playing on racism to get white folks to vote against their own economic interest by scaring them with crime and affirmative action. They've been doing this pretty much since Barry Goldwater opposed the Civil Rights Act and Nixon picked up the Southern Strategy. Except now it's turned against them, as there just aren't enough angry old racists to offset the minorities who won't vote for the Republicans at all.

These were also reasons for slaughtering American Bisons. "Professional" hunters were not buying expensive ammunition to do the government's bidding for free. They were in BUSINESS. They would sell hides.

This said, the US government had signed treaties with the Native Americans that called for the protection of herds. Legislation to support these treaties never passed (Grant pocket-vetoed it). Thus, the US government not only encouraged the commercial hide trade, but also diminished an important resource for Native Americans. Whether this latter consideration was terribly significant is debatable: Herds impeded rail-road operations, another commercial activity, as well as farming/ranching operations. With the combined pressures from the Hide, Rail, Farm, and Ranching industries (and their political contributions), the fact that buffalo extinction would effect Natives was likely a very minor consideration.
