For example, federal tax evasion may be pardoned by the idiot currently in the oval office, but the evasion of a STATE's tax laws would still apply even after the presidential pardon.

Pardons by Trump are dangled to influence future evidence.

Once Manafort is sentenced, his usefulness or threat to Trump is largely gone, especially if Manafort faces other penalties from state charges that Trump CAN'T pardon.

Pardons are some times given to reward loyalty. Trump has no loyalty to anyone but himself so take that out of the equation. Any pardon he grants is a "signal" to others.
