Schiff is warning the White House that if Mueller is being blocked from pursuing the money laundering, the House will do after it.

The Democrats aren't interested in impeaching Trump, they interested in neutralizing the damage he's doing. They are actually fearful that Trump's treason may be such that they will have no choice, but it's not something they have an interest in doing. They want to focus on protecting the 2020 election from a both interference from foreign entities, and voter suppression by Republicans which was saw on a massive scale in 2018.
