The verb "have to" can work two different ways --- one implies desire, the other a factual necessity.
1 - "you have to put on a Tom Brady T-shirt before I'll go out with you"
2 - "the Eagles have to get to the 31 for a first down"
Obviously speaker one is expressing a preference, while speaker two is simply stating a fact without a preference.
Seems pretty clear the Oprah statement uses the second sense.
