Okay, again I will point out that the National Security Act gives the director of the CIA Director authority in planning and operations for the agency. As I have said before, this tactic of tearing down the intelligence assests for political means is a standard democratic tactic when they are in power and each and every time it has lead to tragic results. This particular one is baseless, because it claims that under the NSA the CIA should on EVERY single conceptual program run that by congress for approval when that approval has already been given to the Director of the CIA under the NSA. The reason the current director doesn't know this is A. he is a political hack, and B. he has ZERO experience in the intelligence community C. if he had actually read the NSA he would have seen that the sense of the congress was that the director of the CIA be a retired military officer or serving military officer, or an officer that has served in the intelligence community. So this whole thing is nothing more than a political point scoring job by the same party that has brought you spending at a record pace and a deficit that will soon wreck this economy.
