One prisoner is the Israelis and the other is the Palestinians. The Palestinian is saying to the Israeli:

"REMIND ME - WHICH OF US IS THE PRISONER, AND WHICH IS THE JAILER?"

I need to do some Photoshop on it to make it more readable. Not a big priority for me right now.
