The U.S. Congress still has to pass measures to enforce the provisions of a treaty on the citizenry. There is no mechanism for international enforcement that the U.S. is a party to.

The U.S. could sign and ratify a treaty making something a crime worldwide - but until Congress actually passes laws enforcing that treaty (providing penalties for the crime, for instance) - its has no affect on the citizens.

For instance, its illegal for U.S.soldiers to torture prisoners by the Geneva convention - but if a U.S. soldier violates that convention,he's actually prosecuted under the UCMJ - a set of laws passed by Congress
