Obama's Medicare Problem

Accountable Care Organizations ... Medicare beneficiaries are going to be assigned to them involuntarily by the government. Thus, many seniors who today enjoy complete freedom of choice of physicians could find themselves in an ACO in which their physician has a financial incentive to steer them away from the specialists they have normally used for care.

The Medicare Advantage (MA) program allows Medicare beneficiaries to voluntarily elect to take their Medicare entitlement in the form of a fixed monthly payment to an authorized private insurance plan. ObamaCare drastically reduces payments to MA plans. On average, MA enrollees will lose $3,714 worth of extra services by 2017 due to the MA reductions in ObamaCare. These reductions will also mean that 7.4 million beneficiaries who would have enrolled in MA in 2017 will be forced into less preferable options by the MA cuts. That’s a full 50% reduction in expected MA enrollment.


The Medicare drug benefit, enacted in 2003, provides insurance coverage for annual above a deductible but below $2,700 and above $6,154 (these are 2009 levels). The gap between $2,700 and $6,154 is called the “donut hole.” ObamaCare phases out this gap by gradually increasing the $2,700 limit.

The Congressional Budget Office has determined that this plan will raise per prescription costs in Medicare because it will discourage generic substitution in the “donut hole.” With full government-subsidized insurance coverage, many seniors will end up using more expensive branded products with no measurable change in the quality of their care.

obama's plan is to take the entirety of medicare and fold it all into obamacare making seniors who paid into the system compete for health care with people illegally here and their many children. Right now, the entitlement for the poor is limited to medicaid keeping the billions earmarked for medicare outside their reach.

Were that to happen, and I don't think it will, it would result in huge savings. We could call it "medicare for all" and make it a single payer system.

The Obama approach involves (at best) doing nothing to change our long-term fiscal problems, because it cuts Medicare by $716 billion in order to fund $1.9 trillion in new health care spending. The Romney and Ryan approaches involve resolving our long-term fiscal problems, by stabilizing entitlements and reducing the deficit.

Obamacare emphasizes government control and central planning. The law empowers a panel of 15 unelected government officials, called the Independent Payment Advisory Board, to make changes to the Medicare program that will reduce Medicare spending: primarily paying doctors and hospitals less, as is done with the Medicaid program. Over time, liberal health-policy types hope that IPAB can be used to introduce rationing into Medicare, using the panel to determine what types of procedures and treatments that Medicare will and will not pay for.

CNN anchor Soledad O'Brien debunked the pervasive right-wing media falsehood that President Obama "stole $700 billion" from Medicare.

Right-wing media have repeatedly claimed that the Medicare savings included in Obama's Affordable Care Act (ACA) "gutted" the Medicare program. However, on CNN's Starting Point, when Romney senior adviser John Sununu claimed that Obama "gutted Medicare by taking $717 billion out of it," O'Brien was quick to correct him.

O'Brien pointed out that Sununu's talking point has been debunked by the Congressional Budget Office, which found that the Medicare savings in the ACA are not cuts, but rather a reduction in the expected rate of growth of the program.

O'Brien also noted that independent fact-checkers have found that the Affordable Care Act does not cut Medicare benefits. These fact-checkers also determined that the claim that hundreds of billions of dollars have been cut from Medicare is outright false.

When Sununu continued to claim that Obama had gutted Medicare, O'Brien confronted him with even more facts, citing evidence that drug providers and hospitals agreed to the Medicare savings because their "theory is that what they're going to be able to do is make up by the number of people who come into the system. It doesn't reduce or cut the benefits.
