Maxine Waters slipped up during a 2013 interview with journalist Roland Martin. In this interview Waters said:

…I think some people are missing something here. The President [Obama] has put in place an organization that contains a kind of database than no one has ever seen before in life. That’s going to be very, very powerful and whoever …and that database will have information about everything on every individual in ways that it’s never been don before.”​

Maxine was right and Obama’s spying was soon uncovered –

They were spying on Pres.Trump before he was elected into office. They knew that he was leading like the way they knows that he going to win in 2020. And so if the could have something on him, that they could blackmail him, like the way they has done to the others , like R.Nixon. J. Edgar Hoover spied on Nixon before he became president. They knew that he was going to win. and so they had taken pictures of him and his mistress in Japan. But they couldn't find anything on Pres.Trump. From what I've read about the Obama, Brennan, Clapper, Comey Hillary attempted take over of America is that Operation Hammer included the surveillance of all Americans just as the STASI did in East Germany.
