Besides, your table clearly shows that the average annual premium enrollees actually pay in the exchanges is $2,540 in 2017 in the high-end scenario. Which is 35% less than average status quo premium they'd pay that year in the absence of the ACA.

Now the comparison between a homogeneous verus a heterogenous ethnic groups health wise are as described below:

So first with such a diverse ethnic groups , insurance costs will vary and therefore the premiums SHOULD vary ... BUT Obamacare CAN NOT discriminate!

Why should a Hispanic pay the same as a black or as a white if the costs are going to be ranging dependent on ethnic background?

So to answer your question:

1) The above list of countries have LESS variance in their costs as they have a homogeneous ethnicity and as a result can manage their costs a lot more efficient!
2) Also note net immigration with the USA at 26th meaning the diversity also increases with the ethnic LEGAL immigration.
3) Illegal immigration is NOT a major problem with above countries as they are MORE rigid and strict.. but the USA has 10 million+ estimated mostly hispanics!
This means as the above points out They have a distinct health issue primarily with children that once born here UNLIKE most of the countries on the above
don't allow the born here automatic citizenship!

You still don't seem to be grasping this. Every time you post these things you're talking about the individual market, where only 5 percent of Americans actually buy their insurance today. Most people don't have substandard individual market plans and most people already enjoy consumer protections through the group market, meaning the ACA's impact on the individual market doesn't reflect its impact on the group market.

Plus the "exchanges" haven't been set up and many states are not going to!

They don't have to. Their residents gain access to federally facilitated exchanges if the state doesn't design and operate one of its own.

government isn't controlling health "care", its' making sure people are insured.

If govt is telling us what kind of health insurance we can have, how we have to pay for it, what treatments it can/can't cover, and decides who gets what kind of care and when, then the govt IS controlling health care. The govt has gone way beyond making sure people have adequate health insurance and now they have put 15 bureauocrats in charge of deciding what's considered "appropriate health care treatments" for everyone.......how is that NOT having the govt controlling healthcare??? Stop being so deliberately obtuse.
