I wonder if the GOP isn't playing a game of chicken with Senate Democrats regarding the repeal and replacement of Obamacare. If this bill narrowly fails without any bipartisan votes, the GOP will be able to blame the 20+ Senate Democrats up for reelection in 2018 for the ensuing increased premiums and fewer insurers. This could lead to GOP super-majorities in the Senate and House, thus providing a clear path to implementing their agenda.
