The Obama administration wants U.S. taxpayers to finance the creation of energy-management doctorate and master’s degree programs at a university in the East African nation of Uganda.

Obama, through the U.S. Agency for International Development, wants to help “current and future Ugandan professionals” and others to develop expertise “in sound environmental management and biodiversity conservation in relation to oil and gas development.”

Before doing so, however, those same taxpayers and other interested parties have a chance to submit comments to USAID on the proposed endeavor.

The USAID/Uganda Education for Environmentally Sound Oil Management initiative, as it is known, plans to hire contractors to create Ph.D. and other post-graduate programs at Makerere University, Uganda’s largest institution of higher learning.

And? USAID has been around since 1961, and every president has used that act to help third world countries to improve their economy and infrastructure. How is providing funding to develop expertise in African countries, to manage their environment a bad thing? We've done similar things in countries like Guatemala and Madagascar and Brazil.

I guess right wingers don't like the idea of biodiversity, and are too fucking dumb to know why worldwide ecodiversity is in our National interest. Hell, the wingnuts don't even want environmental management in our own country. Look at how they were treating the Pacific Yew as junk wood, in the Northwest.

Two things.
1. The National Institute of Mental Health (NIMH), a division of the National Institutes of Health (NIH), spent $823,200 of economic stimulus funds in 2009 on a study by a UCLA research team to teach uncircumcised African men how to wash their genitals after having sex.

The genitalia-washing program is part of a larger $12-million UCLA study examining how to better encourage Africans to undergo voluntary HIV testing and counseling – however, only the penis-washing study received money from the 2009 economic stimulus law. The washing portion of the study is set to end in 2011.

“NIH Announces the Availability of Recovery Act Funds for Competitive Revision Applications,” the grant abstract states. “We propose to evaluate the feasibility of a post-coital genital hygiene study among men unwilling to be circumcised in Orange Farm, South Africa.”
