In signing the bill, called the HIRE Act, the president said that while government can't be the only solution to address lagging employment in the wake of the recession, it can serve to "promote a strong, dynamic private sector" that can drive job creation.
The bill includes $17.5 billion in tax cuts, business credits and subsidies for state and local construction bonds, and moves $20 billion into the highway trust fund for spending on highway and transit programs. It exempts businesses that hire unemployed workers from paying the payroll security tax through December of 2010.

Obama Turns Focus To Jobs In North Carolina Speech
President Barack Obama on Friday hailed a new government report showing the most jobs created in nearly three years. "We are beginning to turn the corner," he told employees of a manufacturing plant that received government stimulus money.
Steps taken by the government "have broken this slide and are helping us to climb out of this recession," Obama said several hours after the Labor Department reported that businesses added 162,000 jobs to their payrolls in March.

Now, make no mistake: We are headed in the right direction. But as I was reminded on a trip to Racine, Wisconsin, earlier this week, were not headed there fast enough for a lot of Americans. Were not headed there fast enough for me, either. The recession dug us a hole of about 8 million jobs deep. And we continue to fight headwinds from volatile global markets. So we still have a great deal of work to do to repair the economy and get the American people back to work.
