Previously the longest post World War II downturns were those in 1973-1975 and in 1981-1982. Both of those lasted 16 months.

GDP feel the last two quarters of the Bush presidency and unemployed rose 5.5% to 7.4%. Bush left office in middle of worst credit crisis within the last 50 years or longer. I think Obama could have done quite well without this inheritance.

The operating budget for 2009 was created by the Bush administration in 2008. The Obama administration created the 2010 budget in 2009, which is the budget we are now operating under.
